County Information

Carroll County operates under the Township form of government.  The governing body is the County Board. The County Board's primary function is to establish the various budgets of the County funds and to levy taxes for County purposes.  Also, the Board adopts all ordinances and rules pertaining to the management and business of the County departments. 

The Carroll County Board consists of three County Board Districts with three members representing each district for a total of nine County Board members.  County Board meetings are held the first and third Thursday of every month.

A special meeting may be called at any time upon submission to County Clerk of petition signed by at least one third of the members.  Only such business maybe transacted at the special meeting as has been stated in the notice of the special meeting called.

Following the general election, the members of the County Board elect its chairman.  The chairman also serves as the County's Liquor Control Commissioner.  His/her authority and jurisdiction extends only to that area of the County which lies outside the corporate limits of the cities, villages and unincorporated towns.  Under no circumstances does his/her authority extend to any area where the people of any local political subdivision have voted to prohibit the sale of alcoholic liquors in accordance with the terms and provisions of the state law governing the same.
